How do I clear my Apple Account balance?

A few years ago I used a gift card I bought in a foreign country (Austria) and used it. Naturally, it switched me to Austrian store. Now, I have 0.26€ on my balance which I can't spend and I want to change my region so I can add my debit card as a new payment method. Is there any way to get Apple to remove these funds? I have tried everything except to phone call the support (which I will if nothing else works) and am constantly being dragged in a loop, either in Apple Support app on my phone or the website. I can't find live chat, nor has anyone (that I found here) given a real solution to the problem. I took into consideration buying a new gift card online and maybe adding up some purchases that would flat out the balance. Maybe get some subscriptions until I round it to a whole number and gift the remainder to someone in the region? Any help is appreciated, thanks in advance.
