Why does the 10th generation iPad only have one compatible pencil? (without adapter)

Why does the 10th generation IPad (A2696) only have one compatible pencil? (without the adapter). I’ve been wanting to get a new Apple Pencil but I’m scared to because the last one I had (USB-C) was stolen from me. I couldn’t do anything about it because I couldn’t track it. I’m wondering why it won’t work? Is it the charging method or the whole device system entirely?

iPhone 13, iOS 18

The 10th Generation Apple Pencil is compatible with 2 pencils.

The USB-C Apple Pencil, and the first generation Apple Pencil with the USB-C adapter.

Apple Pencil compatibility - Apple Support

It is not compatible with the Second Generation Apple Pencil or the Apple Pencil Pro, because it lacks the physical hardware (magnetic strip) for pairing and charging those pencils.
