There are multiple places to look. What does it say in your Apple Messages app where you sent the funds? What does your transactions in your Apple Cash card show?
When you tap on the transaction, you will see the Status. If it shows Pending, then they have not received it andyou can cancel the transaction, otherwise you will see that it has Completed and that means it has been accepted and you cannot cancel it.

I must ask if you know this person you are sending money to simply because there are many scams where a receiver claims they have not received any money to simply try and get more. It is only recommended to send Apple Cash to people you know as seen in this Support Article.
Apple Cash person-to-person payments are like any other private transaction between two people, so only send and receive money with people you know.
