On Photos i can t find retoach function.Instead red eye removal

You didn't tell us the Mac model or exactly which version of Sequoia you're running, so that makes it harder to know what's going on.

With the newest versions of Sequoia, Retouch has been replaced with Cleanup which has much more capability.

Instead if it being in the Adjust tools like Retouch was, Clean Up has its own section. Like Retouch, you set the size. Unlike Retouch, Clean Up will recognize objects and remove them, like this:

It's not nearly as good as the Retouch tool but, after a little work can be nearly as effective. Frankly I preferrer the Retouch Tool.

You might tell Apple what missing features you'd like restored or new features added in Photos via Feedback - Photos - Apple. Maybe we'll get both eventually.
