Does the Application that is installed and presents the " Image creation tools are here " appear in System Setting >> Notification ?
If Yes, turn it Off

Well, I found a solution, albeit not the one I wanted. The banner message will not go away if you just start Apple Intelligence. It won't go away if you open and play with Genmoji. But if you then open and mess around with Image Playground, it will stop popping up. At least for a while ...
I'm getting this too. It looks to be a message from the system. I use my mac mini headless using screen sharing to access it and since the 15.3.1 update this message pops up whenever I disconnect the VNC and stays hovering over everything (such as youtube TV) until I reconnect the VNC. Seems like a bug possibly related to behavior when no keyboard is connected?
This is what I see ... within a few seconds of disconnecting the VNC the genmoji notice pops up and doesn't go away until the VNC is reconnected. This makes the machine useless for playing full screen videos as the icon just sits on top of everything.
