How can I resolve 'Phone Unavailable' issue and reset a locked iPhone?

Help needed to fix phone unavailable issues, was locked when I turned it on and it won’t reset at all! It’s stuck on unavailable try in 59 minutes, been stuck for well over three hours with same message . Followed guidance to no avail
