If you are unable to spend your Apple Account balance, then contact Apple directly and they can clear it.

If you are looking to change your region, then you may also need to follow additional steps, such as:
- Cancel Subscriptions
- Add payment method based in your new region to use that App Store. The region of the payment method must match the region of your device. That is how Apple determines you are using the correct App Store.
