‘Ask for each download ‘ in safari not working

I’ve modified Safari’s download settings to Ask for each download from the default downloads folder. However, it still automatically download to the default folder. I’ve tried the “Others” option and selected a specific folder, but the download still goes to the default folder.

I’ve reinstalled macOS, erased my Mac, and tried using a different user account, as well as running Safari in safe mode, but the issue persists.

Interestingly, third-party browsers like Arc Search and Chrome work fine.

if this is an issue...

you can try quitting Safari .app and relaunch it holding the Shift key down and compare your results
