To setup iCloud Keychain, in iCloud, I don't see anything

I wanted to enable iCloud Keychain on my Mac. However, in system settings->iCloud, I dont see anything.

MacBook Pro 16″, macOS 15.3

keychain iCloud Keychain couldn’t be set up because there was a problem communicating with iCloud. how do i fix this?
