How to log into apple id if you don’t have access to a trusted number and a trusted device

bought a new iPhone. The old iPhone is broken and cannot be restored and there is no access to the SIM card. Now I can’t restore access, and to restore it I need a code sent to this SIM card. I also can't sign into iCloud because I haven't used my SIM card in a while. Can I restore access?
