I can’t renew my subscription to someone on TikTok or send gifts anymore 😡 anyone have a solution????

No in the US you cannot renew your subscription. That is by design and what your Congressional Representatives intended when they passed the law that placed fines on both Google and Apple for continuing to offer support for the App. That is true for downloads, redownloads, or any in-app purchase including subscription renewal.
Apple has made it clear that they have to follow the law and even included a Support Article about how users will be affected:
