How can I fix touch bar collapse issues on MacBook Pro?

it used to collapse and i could hit the arrow to see the expanded control strip. but now when i set it to show "app controls" it only shows the app controls sometimes. when i try to expand the strip it disappears entirely. It keeps on telling me to "configure in: extension settings" but nothing i do in settings works.
