How can I perform a simple retouch in Photos on macOS 15.3

I want to retouch my photo but that button is now gone. The "clean-up" button doesn't do what I want it to do - remove minor spots from my photos.

How do I do a simple retouch of a photo like I could in Sonoma?

I'm finding Clean Up to be similar to Retouch. Here's an 1853 tintype that I just played with for a couple of minutes:

I've been doing dust spots and other tiny blemishes pretty successfully.

A difference from Retouch is that the little editing circle doesn't change screen size when you zoom in on a picture, so it can do detailed work just like Retouch would do. I was missing Retouch at the beginning, but Clean Up is really growing on me.
