I have been using CapCut since I started editing videos. I deleted a few days ago, but since I live in Georgia, I thought I could re-download it. turns out my iPad assumes I live in Georgia-the state, not the country. I am outraged and need an explanation as to how or why I can’t download CapCut.

If your iPad thinks you live in the U.S. state of Georgia, you have your location set incorrectly. Go to Settings>General>Language & Region>Region and change from United States to whatever is correct where you live.
If the problem is your Apple Account is set to the U.S., you'll need to follow these instructions:
