What is the difference between icloud and icloud drive ?

iCloud has several sections. There is iCloud Photos for pictures. And there is iCloud Drive for files. …and other sections. These are separate parts that don't interact.
iCloud Photos is an Image Manager, just like Photos on a Mac. iCloud Drive is a File Manager, like Finder on a Mac.
An Image Manager focuses on the attributes of pictures, like the date the picture was taken, what camera was used, keywords, captions, titles and stuff like that. A File Manager concentrates on file size, modification date, type of file (like pdf or xls) and stuff like that.
"My pictures are at iCloud Photos" is different and separate from "My pictures are on iCloud Drive."
"I have my stuff on iCloud" means my stuff is synchronized with my Mac and my iPhone and my iPad, etc.
And you could have iCloud Mail, iCloud Notes, iCloud calendar.
