Okay, it sounds like you are locked out. First thing to try is restarting the computer in Safe Mode. This will require either a USB Keyboard or you can use the cable that came with the computer to charge the computer. The cable must be connected to the back of the computer and the keyboard. Continue to hold down the Shift key on startup until it starts up, this can take up to 10 minutes. Then restart the computer normally and attempt to login. If you still cannot login then please execute the instructions in If you forgot your Mac login password. If you still have trouble unplug the plug from the wall and the back of the computer and then let the computer sit overnight, then attempt to restart again.
The error code you are getting may indicate the internal drive has failed. Assuming you have been backing up using Time Machine then your data is safe.
You can attempt Internet Recovery again however this time connect an Ethernet cable to your router. If it still won't allow a recovery then it is time to take the computer to your local Apple Authorized Service Provider to have it serviced. As I mentioned earlier though, if the computer is a 2017 or old Mac then it's done and spending money on it simply does not make sense. It is time to replace it.
