What app are you using that you see video looping? Individual apps have individual Settings and within the Settings is the ability to disable video looping.

If you specify the App, I’ll give you path to turn it off.

Turning Off iPhone Music Looping: 

These may be in a play queue that you have set up, so see about remove all items from it. Go Here: Queue up your music on iPhone - Apple Support

Please follow this path,

iPhone > Settings > scroll down > Apps > scroll down > Photos > scroll down > Loop Videos > disable, if it is off, momentarily turn on and then off again.

Any success with fixing this?
