Tethering iPhone and iPad to share cellular data

It is my understanding that I can tether an iPad to iPhone using a USB-C to Lightning cable to share the iPhone's cellular connection. The iPhone needs to have a hotspot set up and shared. None of that is a problem.

BUT...if the iPhone is put in Assistive Access mode, the hotspot is no longer available. Exit AA and it will be available again. Looking to see if anyone has had success with this scenario? I have tried shortcuts and everything else, but they do not show up in AA mode. Running out of ideas. Thanks in advance!

WiFi is not available. The iPhone has unlimited data and I planned to connect the iPad to the iPhone's hotspot. As I said before, setting up the hotspot is not a problem. The problem is the hotspot becomes unavailable when I put the iPhone Assistive Access mode. Did not know if that would change if they were physically tethered.

Not sure if connecting the two via Bluetooth would make a difference. I don't have the iPad right now to test it.

But, I may be out of luck. I connected my iPhone to a PC via cable and it could also use the connection until I put the iPhone in AA mode. :(
