Date and location can't be changed manually on MacBook Air

I reinstalled the operating system. After that, my location was no longer detected, although everything was turned on in the privacy settings. My location does not work in the locator or in maps, anywhere. In addition, I cannot change the time zone manually. I also discovered that the com.apple.locationd.plist file was missing.
