I deleted all of my photos and deleted them in recently deleted. My iPhone storage says the apps taking 29 GB somehow and need help clearing it. Maybe i can clear the cache or something. please help.

If your storage is full, then the iPhone may not have enough room to finish the deletions. You may need to look at Settings>General>Storage to see what you can dump. I usually find I have a bunch of apps that I really haven't used and don't need. Apps are also easy to restore when you have room. Apps contain data, so be sure.
Have you checked the Files app? There could be stuff there you can trash, or even move to iCloud Drive.
