How can I fix an iMac that won't reboot?

+1 I also suspect that you have a failing or failed hard drive.
The other problem is that Apple no longer supports that old iMac and High Sierra, so now it requires an external startup disk to properly troubleshoot and/or reinstall High Sierra.
The computer's hard disk has likely crashed. Due to the computers advanced age you should seriously consider replacing it, is is also obsolete, has no commercial value, and is considered vintage by Apple.
You do not necessarily need another iMac, there are great alternatives (Mac mini, MacBook Air, etc...) and worlds faster and better overall performance than your very old Mac. If you would like some assistance selecting a Mac that fits your needs you can use Mac - Which Mac is best for me? - Apple
Tried that. Managed to get to the restore menu. used the disc utility to repair the disk and tried to reinstall macos but despite being correctly connected to wifi i received the following error;I'm now back to where I started with the apple screen and a very slow moving progress bar

That’s my plan but I wanted to check whether there’s any data left on this old iMac before I toss it. It worked just fine a few weeks ago (used it to watch Netflix). Seems such a waste. Can’t be good for the environment. I have underpants older than this, why can’t Apple make products that last longer than my underpants!!!
If you use one of Apple Recycling Programs (they are completely free to you) the machine is recycled responsibly and NOTHING goes into a landfill. All parts are recycled and reused for new devices.
