How do you create a Working Bootable External Backup -- going from intel to apple silicon

Looking for a great set of instruction to create a bootable backup of my 2019 MacBook Pro I can use on my M4 MacBook Pro and/or M4 Mac mini, just in case I ever need it.

I can wipe an external SSD, authorize it 🙄, install Mac OS Sequoia on it and use migration assistant to bring the users over. But, the passwords aren't brought over and who knows what else didn't make it, so it doesn't give me confidence to 'wipe the internal SSD

I can create a backup using Apple Software Restore that boots from the intel MacBook Pro, but not the M4. I get the message 'The version of macOS on the selected disk needs to be reinstalled. Reinstall macOS or select another startup disk.' Reinstalling macOS does not fix the problem, and when I do get it to ask for the prompt to authorize the external boot disk, it never takes and just stays in a loop of entering passwords.

Any help would be appreciated. This should be straightforward like functions. This is something I have always done, as it's a great way to not lose productivity should a machine die. Prefer to not use Time Machine or iCloud, as both come with their own set of issues and security problems.

Using the Terminal works.

Knowing what has changed / what steps I am missing may help.

Thanks in advance!

I make bootable external drives all the time to use with my silicon Mac and my intel Mac for testing. For an external drive to boot with silicon Mac I boot into recovery, install the OS on the external then migrate my data over to the external and works fine. On my intel mac I can use the same process or I can use the legacy feature in Carbon Copy Cloner to make it bootable. I have tested (for fun) an intel bootable drive on a Silicon Mac and it will not work for various reasons.

Snippet

" Copying Apple's system is an Apple-proprietary endeavor; we can only offer "best effort" support for making an external bootable device on macOS. "

" External boot is not a reliable partner in a back up and recovery strategy. We do not recommend that you rely on it for that purpose. "

I tend to agree with @Barney-15E regarding a Failed Internal Drive on M-Class Apple Silicon computers

Without a functional Internal Drive, even with successful Bootable External Drive in hand is not going to work. Full Stop.

To install macOS to an external drive on an M-series Mac, the trick is not to use the DFU port while installing macOS. After macOS has been installed, then any of the M-series Mac's USB-C ports can be used to boot the external drive. See the following Apple article for details (I forget which contributor just posted a link to this article the other day):

What circumstances will cause you to need it?

If the internal drive fails on Apple Silicon, the Mac won't boot from anything.

From what I have found on Apple Silicon, I can only create a bootable external drive from that same Mac. There are quite a few posts here stating they cannot make an external boot drive on an M4 Mac, but I don't have one to try it myself.
