i just switched to this new phone and have logged in completely… everything works besides when i try and update/download an app. it still has the user before me apple ID. i have tried to sign out and log back in several times

Seems the iPhone was not properly prepared for a new owner, as only the person with that Apple ID can remove it
If possible, ask that person to remove their details. or, if purchased, take the phone back and ask for a refund.
