Screen shifting issue when I am using Word and open Safari on iMac

For some time, when I am in Word and open safari, the screen shifts so my word document is gone and replaced by safari, instead of Safari opning on top of word. I was able to work around it but today, I am now having the same problem when I open Photos. No matter what I open, anything else is gone.

Do you have Apple menu > System Settings > Desktop & Dock > Stage Manager turned on? If so, note that is designed to minimize an open window to the left side of the screen when you open a new window.

I checked out the Stage Manager approach and all it provides is to minimize one screen while using another. What I am looking for was the way my screens used to work by providing both screens to show up with one on top of the other. Right now I am writing a story on safari. At varioous times, I want to attach a picture. I normally would open Photos to pick the picture and drag it on to the Safari story. That is how it worked until yesterday. Now, when I open Photos, my Safari screen slides off the screen and only Photos shows up. The only thing I can do now is to drag the picture onto my Desktop, then hit the Safari botton on my Dock which slides the Safari story back on the screen as Photoa slides off so I can drag the picture from the desktop to the Safari story. I used to be able to have as many screens open at the same time, layered on top of each other. I want to get back to that.
