Troubleshooting Bluetooth Not Turning On, On an iPhone:

A. Start with a Force Restart:

Save what need be, and then force restart your iPhone. Go here: Force Restart iPhone - Apple Support

B. Reset All Network Settings to Default:

Example of items that will be reset: (Wi-Fi Passwords, VPN Connections, etc). IMPORTANT: Back up your network login credentials by taking screenshots of them --that way you can add them back:

  1. Go To: Settings
  2. Tap: General
  3. Tap: Reset
  4. Tap: Reset Network Settings.
  5. Enter: [Your Passcode]

First of all, when you open Settings > Bluetooth, you will see a spinning circle ALWAYS. The Bluetooth Radio in an iPhone when you are on the Bluetooth page, is constantly looking for devices, hence why you see the spinning wheel. This is normal, and NOT cause for concern.

When you say it won't turn on, what you are trying to use? Are you trying to pair something? Are you trying to use something already paired with your iPhone?

You need to provide more details if you want an educated answer.
