Locked to Owner Police Auction lost and found devices

Hello

I've purchased a lot of 8 apple devices on an auction for the local police department in Dubai. Auction hosted on Emirates Auction house.


4 of those apple devices are iPhones that are locked to owner.

I've already wiped the devices off to remove previous owner's data.

Requested Apple to remove the activation lock, they keep asking me for more documents to prove ownership whilst I've submitted all the legal auction paperwork, invoice and even a bank statement that shows my transaction to the auction house.


This isn't my first time doing this, I've gotten an iPad via the same auction house (Emirates Auction-Dubai Police Lost and found items) and successfully gotten the device unlocked by Apple in 2022.

Same procedure, same documents submitted, but this time they're requesting proof of ownership. I don't understand how an invoice from a police department auction is not considered proof of ownership? Or am I missing something here?


I've tried submitting my requests in two ways: Over the phone with an Apple support agent and online via the Activation lock support page. Both keep returning the same automated email "kindly submit a proof of ownership..."


The Apple support agents via the phone keep telling me that if I have any other documents to submit, which is why this time my request included an Invoice from the auction, a Tax invoice, screenshots of the auction page and the items sold, screenshot of the devices showing ~7GB in use proving they've been wiped. I even offered to take the devices to a local Apple store. Agents said Apple stores in the United Arab Emirates only deal with hardware related issues.


I'm very confused and disappointed to be honest, I simply do not understand what I'm doing wrong here.

Has anyone experienced the same issue? If yes how did you resolve it?


I mean if they keep rejecting my requests those devices will end up as E-waste.. And it kinda goes against Apple's sustainability and Green vision, those devices are completely worth saving since they all work and require no repairs. A 15 Pro, 14 Pro Max, 12 Pro and an 11 in the bin?

Also why did it work for my iPad in 2022 and not for those devices just 2 years later? Same auction same papers same user.


Just an FYI, Dubai has a law (Law No. (5) of 2015 Concerning Disposition of Lost and Abandoned Property in the Emirate of Dubai and it says there that lost items are kept for at least a year and if no one is claiming them Dubai Police disposes the items via an Auction. And if the original owner claims their item after 1 year and the item has already been sold, the original owner can still claim their money up to 15 years from the time of the auction.

Hello once more~ You can keep working on this with Apple …that’s your only path forward. I am surprised that you were able to have the one device unlocked in the past. They are expecting the original purchase receipt…which you do not have. I expect that these devices will in fact remain locked. Consider this …perhaps the seized devices were stolen to start with? Apple has the last say….

To add to muguy's comment, the following document "Activation Lock for iPhone and iPad - Apple Support" makes clear serveral times "Don't take ownership of any used iPhone, iPad, or iPod touch until it has been removed from the previous owner’s account." In addition, the informtaion provided on the Request additional support for unlocking your device process page also states "Your device must not be in Lost Mode" in addition to a few additional requirements.

Those devices are from Dubai Police lost and found department I don't see how they can be stolen. Lost and found is not where stolen devices end up. And I'm 100% confident about saying this since I've already had a chat with the Auction house. They even said most of Dubai Police lost and found items are from tourists that forget their devices at the airport or touristic sites and leave without filing a lost item report. So all those devices are unclaimed which is why they sell them in auctions.


Stolen devices end up in courts.. at least to my understanding.

I just wish there was a direct connection to whichever team at Apple dealing with these issues to understand whats going on and/or what I'm doing wrong.

I’m fully aware of that, but no where does it say anything about lost and found devices sold by police through an auction. Those must not be treated as “second hand” as there’s no owner conducting the sale/transaction. Unclaimed devices should be unlocked upon request and given another chance. So long there’s a valid legal proof of purchase. Unless E-waste is on the agenda to maximize new device sales.

Well they haven't officially rejected it yet. They keep sending me the same email "In order for us to reconsider your application, please provide all documentation you have that demonstrates your purchase of the device. Examples include, but are not limited to, your sales receipt, invoice, or carrier contract.


If you do not have any other documentation, please contact the vendor you purchased from for proof of ownership. If no other documentation is available, we will not be able to process your application further.


Additionally, please ensure that you have completed the secure message form completely.

You bought a device with Activation Lock set, whether the device was lost or stolen or confiscated or forgotten or discarded, and it’s bricked.


That’s the normal and expected outcome.


I wouldn’t expect Apple to grant the Dubai police or other third-party entities with the general ability to bypass Activation Lock either. Not without court order or local regulations. But stranger things have happened.
