After upgrading to iOS 18.3.1 Safari is unresponsive and freezing

After upgrading to iOS 18.3.1 Safari is unresponsive and freezing on my iPhone 16 max pro. I have restarted my phone. I am able to use other browsers on my phone without an issue. Is anyone else experiencing this issue after the upgrade? Were you able to resolve it without reverting back to a previous version of iOS?
