What is TGOnDeviceInferenceProviderService.appex?

While troubleshooting some other issue with Activity Monitor, this process "TGOnDeviceInferenceProviderService.appex" appeared at the top of the %CPU column. An internet search did not produce any clues as to what this process is. Is anyone familiar with it?
