Change the password

Settings > Cellular > Personal Hotspot > Wi-Fi Password

Why can't I use my own HotSpot on my iphone? I understand that my HotSpot can be share with other people or devices. And I understand that I can use another person's HotSpot. That's great. But, when I am out and about, in an area without Wifi and no available HotSpot from some random person's iPhone. Why can't I use my own HotSpot on my own iphone to access Wifi? If everyone else can use it, why can't I? This makes no sense to me.
