The instructions that SravanKrA provided to you assume that you do know the passcode and you want to remove the passcode requirement so your phone will "open" without using a passcode.

However.......If you previously set up a passcode for your phone and you have forgotten it, there is no way to access the data on your phone unless you remember and enter the correct passcode in less than 10 tries.

So, can you please clarify things for us?

The device Passcode can be turned off on a normal device. The pic below is Self-explanatory

See the pic below which is self-explanatory for turning off stolen device protection

Probably you have "Always" Ticked in place of "Away from Familiar Location"

For enhanced security, there's a one-hour delay when changing your location settings from "Always" to "Away from Familiar Location." This applies even if you use Face ID for authentication.

A delay will be required when you are not at a familiar location, such as your home or work, to change security settings.

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
