Why am I being charged for Apple TV free trial on Xbox?
trying to start apple tv on my xbox and it says 3 months free with xbox but it just tried to charge my account $4.99 how is that free

Review the eligibility requirements on the promotion you see on the Xbox. In most cases, it is only for new subscribers that have never used a free trial before. You are not allowed to stack free trials no matter if you try and activate it on different devices.
Not sure what region you are in, but in the US, there is no plan for $4.99, so not sure if that is for an Apple Music plan or something else. If you had a previous purchase that had not been payed, then you will be charged for that before you can continue to use any other promotions/subscriptions.
