Just Hand these in:
You’re not going to know, and with good reason. So, hand this in to the Lost & Found department at work. Whoever is looking for these, they would backtrack their locations with Find My, and contact the applicable person.

The original owner can still track the AirPods without having to mark them as lost. It is entirely possible they don't even know they are lost or maybe purchased a new pair and did not remove those from their account. In any case, your location is showing on their device when they look in Find My.
If you are the Lost and Found department, they may walk in one day to claim them. If they do decide to mark them as lost, they can provide contact information, but most don't as many times it just leads to scams. What you do with them is up to you. If you do not want the responsibility, you can try a Police Station or even Apple Store for them to find the AirPods.

If there are NOT YOUR AirPods, but rather someone else’s, yet they are showing under your account, then that person’s device is long gone. Unfortunately, a login history is not kept for AirPods. But, if this is a must, then I recommend giving Apple a call, seeing if they can find it by proving them the Serial Number. Find the Serial Number of your AirPods - Apple Support
Ok, so I am pretty much the lost and found dept. They’ve been at work for months. After my first question I realized my iPhone was telling me AirPods were discovered but they weren’t mine. A short time later after I charged them my iPhone said XXX’s AirPods discovered. I cancelled that msg but it kept reappearing. I tried to forget them via my iPhone Bluetooth and turn them off via the AirPods case button but think I may have reset the AirPods because now my iPhone says they’re mine on my find my app.
After some more research I do not believe they were ever reported as lost by the owner. Not sure what to do next.
Thanks. I think I’ll turn them into the local police. The reason I tried to find the owner was I figured someone at work would end up taking them and keeping them.
