not seeing send & receive option in messages

there isn’t a send & receive option in my messages settings this is very frustrating

Why am I able to send messages through iMessage but when the text comes back it is as a text message? My iMessages are on and so are the senders but I am still receiving messages as text message instead of iMessage to iMessage.
