Icloud service guaranteed to stay safe and open to European users should the USA government order differently and close access to Europeans?

Just ordered a Imac in NL but we are worried about the continuity of your Icloud-services here in Europe after the very agressive “evaluations” of your government. Does Apple provide Icloud services from outside the USA, specificaly from Europe independend from the USA service? Does Apple provide Icloud services from outside the USA, specificaly from Europe independend from the USA service? We have to assume the Trump administration will block any use of or access to Icloud outside the USA or very restricted use anyway. So we run the risk of loosing all our data stored in the Icloud under Trump or future Republican administrations. Can and will you guarantee undisrupted or undisturbed full acces of Icloud use and of Icloud services after some order or instruction from Trump to block access and use of Icloud services over in Europe?
