Apple Pay verification issue: No OTP option for adding new card

I am trying to add new Apple Pay card but at verification it goes to wrong customer care of bank no otp option are coming

Apple Wallet/Pay says bank needs to verify debit card but bank says they dont need to I am trying to add my HSAbank debit card to my apple wallet. The card gets added but says it needs verification prior to being able to use it. It gives the number and website for HSAbank. When I called HSAbank, they said there is nothing they need to do on their end to verify and it should just work when I add my card. I asked a few customer service reps and they all give the same answer. But it does not work. I keep getting stuck on this part of the setup. I have tried deleting and adding the card to my wallet multiple times. I tried searching through this forum but have not had any luck with finding a solution that works. Any ideas on what is going wrong? Is my bank wrong and they do need to verify or is there some setting in wallet that I am missing?

So you’re getting a notification from your bank that has the wrong phone number to call?
