When you delete photo on iCloud, the space is not immediately recovered. That's because deleted photos are put in a holding space so you can recover them if you deleted them accidentally.
You can view these photos in the 'Recently Deleted' folder, which also shows you the expiration date for each image, at which point the space will be recovered.
You can also force-delete images that you're sure you won't want if you want to reclaim the space sooner.
