How to make Mac wallpaper album shuffle through photos without exporting from Photos app?

The answer to this question was to put the folder in pictures and use it there. However, does this mean I need to export the albums I have used for a decade out of photos and into the pictures folder? So now the Wallpaper function in Sequoia no longer works with the photos app?

Was that intentional? It's less convenient honestly since I change my photo album for my wallpaper frequently. This way of working with it is a pain.
