Playing Apple Music on a stand alone Apple Watch SE

My son has a stand alone Apple Watch SE that is linked on my Apple Family watches. It is connected to a cellular plan and he can make and receive calls/texts without problem. He just received some Bluetooth headphones and connected them directly to his watch. He want to play Apple Music (he is one of our authorized family members), but he is running into a couple of problems:

  1. if he is away from home, he gets a message that states “you must be connected to a wireless or cellular network to play Apple Music.” As I stated above, he has a watch that is on the cellular network and he can make and receive calls and receive other types of data.
  2. if he is home and connected to our wireless network, the screen flashes between Apple music, the screen to play the music, and Bluetooth connected devices page. I wish I could upload a video that we have of this happening.

either way, he is not able to listen to music. Can anyone help resolve this?

I'm afraid that listening to Apple Music requires a Apple Music Family subscription and a Wi-Fi connection, unless Apple added the option to use cellular data for Music in the setup for cellular, as described in Step 8 in the Set up Apple Watch for a family member article.
