Paidy app iPhone payment outside of Japan

I would like to finalize my phone payment. But I bought it through an app called PAIDY and it’s only used in Japan. I no longer have the Japanese number.

I have a $0.20 on my account, and I want to get rid of this money so I can change my country region I want to use a Korean credit card to start a subscription but I can’t because I used to live in Canada, and I want to change the region to Korea so I can pay the subscription with Korean card. But because of 0.20 CAD, I can not change the region. I also was not able to communicate with the apple support for some reason. Maybe because my question is too specific.

Cannot change country with remaining balance I can’t change my country because of a remaining balance of $0.26. I have no valid payment method for this region.
