Presumably you refer to the multitasking menu - that is triggered using the "three dots" button that appears at top-centre of App windows:
Multitasking will only be accessible if multitasking is enabled in iPad settings:
Settings > Multitasking & Gestures > [Multitasking] select Split View & Slide Over or Stage Manager
