I have a MacBook Air 13 M3 8GB RAM, 512gb storage. Can I add more RAM to make it 16GB

No. The RAM on any MacBook Air is soldered to the motherboard and not upgradable.

No, you cannot upgrade the RAM of the M3 MacBook Air after purchase.

Both the RAM and the startup disk and storage are fixed when the computer is manufactured. Neither can be upgraded.
