I have purchased Parallels Desktop 12 for Mac, but it doesn't work with Win 10 on MacOS Monterey ver.12.7.3

Parallels Desktop 12? Way too old...for Monterey you are looking at Parallels 18, 19 or 20 (the current version). Anyhting older than 18 is end-of-life software.
