"Writing Tools Unavailable Try a Longer selection" error message when asking for a summary of an audio recording in notes

Recorded audio in Apple Notes app on a Mac M1 Max Studio with Sequoia 15.3 and Apple Intelligence. Clicked the recording for AI options, chose summary (tried all) and get the following error message, the audio is 11 minutes long:

"Writing Tools Unavailable Try a Longer selection"

Closed Notes. Reopened. Rinse and repeat. Same results with summary, list, key points... nada.
