Disabling installing apps in screen time no longer removing app store

I have been removing the App Store from an iPhone 15 for 2 years now. Just about 4 months ago, the App Store showed up again, and it won’t go away. We’ve tried the same method of screen time > content and privacy restrictions > iTunes and App Store purchases > don’t allow installing apps. And it’s not working anymore. We’re still able to find the App Store and install apps.

What changed?? How can I disable the App Store again??
