Can I set up a new Apple Watch SE on iPhone 8?

That depends on what watchOS version the Watch is running.
An iPhone 8 cannot run iOS 18 which is required for watchOS 11 and cannot run iOS 17 either which is required for watchOS 10.
If the Watch SE is running either of those watchOS versions it will not be able to pair and be setup with an iPhone 8.
If the watch is still running watchOS 9, then yes, it can be set up with an iPhone 8 running iOS 16.
