Yes, you'll need to report the issue to Vodafone, SMS is their feature, your phone might not be provisioned or activated.

I got the new iPhone 16 in Dec. Since then I was unable to sign into FB. They kept sending me a passcode but I never received any of them. I spent 3 hours on the phone today with apple tech support. After one hour on the first call, I was disconnected and then had to call back to speak to another tech who referred me an supervisor and then she made me an appt at the Genius Bar..I am caught in a privacy war between Apple and Facebook. I am very very upset with Apple.
