Have tried several times to create a child account and it continues to provide the same error message every time: "There was a problem creating your new Apple account. Your account can't be created at this time."
Credit card details to confirm that I'm an adult are correct.
Note that you FIRST need to create an AppleID for a child from an adult's device — technically a device belonging to the Family Organizer.
THEN you can setup the child’s device using the just-created credentials.
