Apple Watch is locked to owner

You don't remove the lock without the cooperation from the original owner. You probably bought a stolen device if you are not able to contact them. The device will never be usable to you. Sorry, but that is the purpose of Activation Lock to prevent anyone else from using your device after it has been set up by you. You are not able to remove someone else's information.

Never purchase from a stranger because it could possibly be stolen and no one has the ability to override the security measures.

Apple values your privacy and has safeguards in place to ensure that no one can access the device.

You will need to reach out to the owner because it is the owner’s responsibility to properly erase the device before selling it.
