The clipboard on iPhone, let's you save/copy content from say an email or text message, then paste it somewhere else. You can't open the clipboard. You can paste the last item you saved to the clipboard. And when you save something to the clipboard, it overwrites whatever was on the clipboard previously.
Here's an example of how it works:

The clipboard is part of the cut-and-paste function.
Select, cut, copy, and paste text on iPhone - Apple Support
Cut moves the selected text to the clipboard, while copy copies the text to the clipboard.
Paste moves the contents of the clipboard to the location specified.
(There isn’t a way to view the contents of the clipboard directly.)

Using a Clipboard:
A. Select and Copy:
One you select it, it will be highlighted. When highlighted, use what it offers. Only the last copied item would be able to be pasted. If you need to copy a lot, then you'll have to hold your finger down on the screen and select something like "Copy". Then, once all is copied, tap in a textbox and select "Paste".
B. Pasting Text in Number Boxes:
You Can't. A textbox that only allows for numbers (such as login PIN), will not allow for charters that are letters or alphanumeric. It will not be able to used for PINs, and you'll have to paste it elsewhere
C. Use the Mail App:
Perhaps in the Mail app. The Mail app is a great place the use Copy & Paste. It is not officially a clipboard, but it allows for Copy & Paste.
I would add that it functions this way for security purposes.
