How can I access iPhone locked to owner without iCloud password?

So I bought this iPhone for my granddaughter her mother set up the iCloud in here and I got the phone back, but I have no information on the iCloud nor the password and now it claims it’s owner locked which I’m the owner. How do I get past this?

Unfortunately, once an iPhone is tied to an Apple ID and Find My is still enabled, there is no way to disable activation lock without the actual original owner that is signed into that phone, removing it from their Apple ID, and turning off Find My in the settings.

Where did you purchase this iPhone from? You should only ever purchase your Apple products from Apple or an Authorized Retailer. Never from an unknown seller, you never know where the iPhone comes from them, it usually is lost or stolen which they are now reselling. If that is the case, you were scammed and the iPhone is now a brick. The most you can do is try asking for a refund. It cannot properly be setup and used on your own Apple Account, and no one here or at Apple can unlock it.
